Predicting How a Population Responds

Baseline assessment of a human terrain lets you model reactions to a course of action before it is taken, which is the only useful time.

The useful moment to know how a population will respond to a course of action is before it is taken. That is obvious and it is also the entire difficulty, because at that moment the action has not happened and there is nothing to observe.

What makes the question answerable is not cleverness at the point of asking. It is a baseline that already exists — an accurate picture of the human terrain, collected before anybody needed it, against which a proposed action can be modelled.

What the discipline consists of

Operational human terrain research combines multidisciplinary social science with market research technique, polling method and intelligence-community practice. In the field it means extensive face-to-face collection by vetted indigenous teams, demographically matched to the populations they are working in. The output is a baseline assessment, and from the baseline the modelling of how a population is likely to react to particular courses of action — held over time in a geospatial system so that the same questions can be asked again and compared.

Two features of that description are usually read as procedural and are in fact methodological.

Demographic matching of field teams is a data-quality measure, not a courtesy. Who asks a question determines what is answered. Respondents adjust for the perceived affiliation, class, sect, gender, age and origin of the person in front of them, and the adjustment is largest on exactly the topics with the highest value — grievance, allegiance, intention, and what someone would do under pressure. A team that is not matched does not get a slightly noisier answer; it gets a different answer, systematically biased in a direction that varies by topic. Matching is how the instrument is calibrated.

Trans-regional survey design is what makes comparison possible at all. A question asked one way in one place and another way elsewhere produces two numbers that cannot be set beside each other. Comparability across regions and across time has to be built into the instrument at the outset, because it cannot be recovered afterwards by adjustment. This is unglamorous design work and it is what separates a research programme from a series of surveys.

Why the baseline has to pre-exist

Here is the practical consequence, and it explains a recurring disappointment.

An organisation that commissions this work during a crisis receives a survey. It will be competently executed, it will describe attitudes at a moment, and it will not be a model — because a model requires knowing what the distribution looked like before the disturbance, and that measurement no longer exists to be taken.

Worse, a crisis is the condition under which measurement is least reliable. Access narrows, field teams are constrained in movement, respondents are guarded, and the population's own attitudes are in motion. So the moment of maximum demand is the moment of minimum data quality, and the shortfall cannot be corrected by spending more.

The baseline therefore has the same economics as every other standing capability: continuous expenditure, discontinuous return, and no way to acquire it retrospectively.

What a baseline is actually measuring

The word baseline suggests a snapshot of opinion, which undersells it and invites the wrong commission.

Opinion is the least durable thing a survey captures and the least useful for modelling, because it moves in response to events and tells you little about what anyone will do. What a baseline is built to establish is more structural: which cleavages in a society are live and which are dormant, who is regarded as legitimate to speak for whom, how information actually travels between groups, what the population believes about the intentions of the relevant institutions, and where the thresholds sit between grievance and action.

Those properties change slowly. That is what makes them worth measuring in advance and what makes the measurement retain value — a picture of the cleavage structure taken two years ago is still largely accurate, while a poll taken two years ago is worthless.

It also explains why the same instrument, repeated, is worth more than a better instrument used once. The second measurement supplies direction, and direction is what modelling runs on: a segment moving is a different input from a segment sitting where it always has, and no single wave can tell you which you are looking at.

The limit, stated precisely

This predicts distributions of reaction. It does not predict events.

The distinction is not a hedge. A model can say, with reasonable confidence, that a given measure will be received differently across identifiable segments, that opposition will concentrate in particular places, and that a specified framing performs better than another. It cannot say that a demonstration will occur on a date, that a particular individual will act, or that a threshold will be crossed. Those are event predictions, and this method does not produce them.

It is also wrong at the tails, and that is where the consequential outcomes live. Distributional methods describe the centre well and the extremes badly — the small proportion who will act rather than merely hold an opinion is exactly the group least reliably captured by any instrument that asks people questions. Anyone presenting this class of work as a forecast of what a determined minority will do is misrepresenting it.

There is a further constraint on what the work is for. This is operationally relevant sociocultural research. It is not traditional intelligence collection in support of kinetic operations, and the boundary is a condition of doing it — field teams work in communities they belong to, and their ability to return depends on what the research was for.

The reframe is from prediction to preparation. The value of knowing how a population is likely to distribute is not that the future has been read; it is that a course of action can be adjusted, sequenced or abandoned while adjustment is still cheap — and that requires the picture to have been built during the period when nobody could see why it was needed.
